In order to save the Sheriff, you have to be there when he confronts that guy. The two have a gun fight and Lucas Simms sucks apparently at that. So if you aren't there to kill the other guy then the sheriff dies.
If I remember right, he gets shot in the back. Although, he does suck at it and you basically have to pull a Solo and shoot first.
No, you can't turn into a ghoul. Unless there's a mod for it (which there may easily be). Ghouls background stories if I'm not mistaken is that they actually got their radiation dose during the initial nuclear fallout that occurred before the mass exodus to the vaults. I need to check on that again though cause I'm not entirely positive.
No, not all ghouls are from the war.
If you blow up Megaton, Moira can become a ghoul.
There is no "official" way of becoming a ghoul though...
Some of the best armor (with the exception of the stealth armor from Operation Anchorage) are the Enclave Hellfire sets. I personally like light armor though. I only wish they made more kinds of it. Eventually I'd cave in and go with the power armor. But for a long time throughout the game I think the recon light armor works just fine. Adds points to sneak as well. Basic power armor though can be found from dead Brotherhood members. You may have encounted the Outcasts as well. Their power armor is just as good as the Brotherhood's if I'm not mistaken. If you don't want to kill any of them to get it, sometimes it's worth just following them around when they are on patrol. If one gets killed, take all his shit. You need training though to wear the power armor which comes later in the game. So like I said, I'd stick the with recon armor or some other light armor in the meantime. But it's up to. There are heavy armors as well that aren't necessarily the power armors.
Personally, I just sold all the enclave equipment (after repaing it to max). I then bought an F-ton of stimpacks, put them on a hotkey, and just wore whatever looked cool (Pre-War Fedora and Col. Autumn's Trenchcoat or Pre-War Business wear for the modern, post apocalyptic, mafia look.)
Eeeh, you're making me wanna play F3 again. But I think I need a few more months before I have another go at that game. I'm hoping when Deus Ex comes out in August that it will keep me busy for several months till Skyrim. Then Skyrim needs to keep me busy until D3.
I am so burnt out on Fallout. Not only did I play FO3 way too much (as you can see from my answers, note I haven't played FO3 for close to a year), but I am also 2/3 of the way through completing all the end game story lines in New Vegas. I just can't play any more (but I will, force myself to finish Old World Blues and the next DLC).
