I live in Rome. No one in the Vatican use Latin as their primary language. It is the official language but it is not the primary language used. In Vatican City they speak Italian. Latin is only spoken at special occasions or to attract tourists.
I'm not talking about primary language, I'm talking about speaking it at all. You know, talking, uttering, using your vocal chords. even if it is for special occasions it still counts as someone speaking latin.
Sounds like Urticae made them up, especially considering that Twisted Path of Dreams and Shadow reference is easy to make.
Edit: The Vatican is a country, but it is called "Vatican City", because it acts more like a city - its the smallest country in the world, and it is completely surrounded by the city of Rome, in Italy.

If someone knows Latin, they speak Latin. The Pope uses Latin and teaches latin. Speaking latin out loud counts as speaking latin. How can it not?
