Panel 3 works perfectly, but only because of the previous panels.
It's a sequence of motions carefully planned. Let me explain you how it works.
The first panel displays action happening "in the middle", were both actors collide in the action. A chat bubble appears as the result of this clash.
Second panel separates the actors, taking the action to different places of the frame. One of the characters (ferret) remains the same, nothing happens there, so we're drawn to the other side of the panel. Far away a new action happens (Bosom inspection), that will keep the attention of the reader on the right side of the panel. Hopefully, if a male is reading the comic, he will be staring at the cleavage for a while..
Then we get to the third panel, where a big strong red heart appears in the other side of the frame. We're forced to look at the red dot, for our eyes and brain are normally stimulated by this color, and we tend to stare at it immediately.
That stimulus and reaction event was placed intentionally, so the reader would feel the same urge as the character to quickly gaze at the other side of the panel.
We see it's a heart, we recognize what it stands for, and then we look down at the lustful roguish grin of the Demon hunter.
In that moment, if your moral codes are working correctly, you will feel the urge to kick the demons hunter ass!
That leads us to the final panel, were our previous idea has already happened.
Now, why does the third panel works? Because it's the triggering pivotal point were the reader synchronizes with the main actor of the motion script.
