The affixes now depend on the monster level. So if the monster you killed was 63, it can roll lvl 63 affixes even tho the base item lvl is 58 or whatever.
Hopefully this will help us find more usable loot as all rares now have a chance of rolling the best affixes, just the base damage or armor will be lower.
