From what I've seen so far, I got the impression from the Devs that you won't run into random people while roaming except for towns and group events. I could be wrong.
The impression I got was that you will encounter other players, but they can't influence you. The demo seemed to echo this as well. But I don't know if them not being able to influence you doesn't mean they can't influence your mobs (which to me is directly influencing the player). I know one of the devs mentioned a player cap for certain areas (the whole open zone) and that it isn't exactly a small cap (40 ish) in Diablo terms.
This is exactly what I’m afraid of. Them messing with your mobs/kills/loot. Which is 90% of playing diablo. And even if the cap is 40, even one player can move super fast across the map, no matter how big they say it is, and now that they’ve added ‘mounts’ players can get around even faster. Meaning you will run into random players a good amount at least, if not constantly. Especially with the numbers D4 will take in on release. OP players will zoom around killing random players mobs out of boredom. I guarantee that.
The main reason why I’m skeptical about open world is because of WoW and the many problems that came with playing on crowded servers. Campers, kill stealers, ques, people in the best gear roaming around killing people out of boredom. Ect. If the only place you run into other players are the ‘towns’ and you won’t constantly bump into others, then it should be just fine. But that doesn’t seem like an “open world” to me and the name should be changed to avoid confusion.
Because people have yet to overcome the impossibility to accept the "optional" concept of content that is there NOT FOR EVERYONE. They think that if it's there they are forced to play that way. They fail to understand that they're not the only people in the world and that maybe the majority would use such a feature . It's a feature that it's on top of the base experience, entirely optional, and not necessary to achieve end game.
Blizz said the Open world feature is “optional”? Where did they say this? I was under the impression you didn’t have a choice in sharing whatever world you’re in.
