i liked the way skill ups worked in Diablo 2. You had to think of the spec first rather than use every skill point for something new resulting into a useless character that cant do any damage.
As of the experience rate, if there isnt some sort of "endgame" thing like the raids in WoW, i dont see why it should be made any easier to hit the level cap. The leveling balance worked pretty fine last time.
