No increased resolution- it would require "fundamental change" to the game and would have to account for faster player traveling issues (like being able to Teleport or Jump farther), spawning monsters on a larger scale around the player, and monster aggro would have to be taken in to account.
No new end-game content. Bashiok noted that with this patch it would not be possible to add it, although there was no inkling of whether or not it would or would not be included with any future patch.
As far as why the expanded stash upgrade was also nixed, it was apparently due to outdated hardware and software, as hinted at before:

The question then comes up that why don't we just upgrade the hardware? As I sort of hinted at this isn't off the shelf hardware and we can't simply throw in some new parts and hope it all works. It would be months of work, again, by teams of people that we simply aren't willing to remove from their current tasks.
Yet again, Blizzard raises the pretense that the patch could be expected in the next "few weeks" and is now on hold due to more "higher priority" issues concerning Warcraft III patching, when progress was said to pass over to Diablo II's patch (see WCIII Patch is Up- Diablo II Patch 1.13 Soon to Follow?) since the PTR went live for WCIII some time ago.
On the flip side, this may mean the patch will come along sooner without complicated additions to work in to massively-outdated server technology and software.
Whether this patch will continue to hold the nearly decade-faithful player base of Diablo II in sway is yet to be seen, but in light of recent events, it may be that this news will meet a frothing pot of dissatisfaction for those who have been waiting for months for not only this patch, but years for basic fixes for many issues with Diablo II.

Bashiok does not have any power over what he announces and has no influence on developers, patchers, or what have you. I think it's very unfair to pass any aggression at him when he is only doing everything he can do.

It's Blizzard, they've been making a deal about this patch for years. Before Bashiok collected ideas, NickJS was collecting ideas, back when Tech Support was in charge of moderating the forums. I guarantee they'll have something other than bug fixes to show for.
Didn't 1.11 take something like two years to get out? It was very radical, but it didn't quite do everything they were hoping it would, I don't think. It was nice, though, because it did offer some variation after the cookie-cutter builds of the prior era. It just kinda replaced them with different ones, though.

Once again pessimism rules. Would like to point out that blizzard's impact on out world had been great and widespread. Why, even our common idioms and expressions in the english-speaking community has changed(maybe forever). Lets see:

I'm actually surprised how neutral or positive most of you are so far. Months ago when we posted the first delay it was like we were casting down brimstone or something
What really irritates me is that they went through the arduous task of sampling the D2 player population for their #1 patch ideas, indicating they were going to do something GREAT with 1.13.
But with no increased stash, no modifications to update the game's play/performance, and no new content... what exactly are they doing with the patch? If their only intent is to fix bugs, why bother polling the D2 population?
Sigh... once again my hopes got the best of me.
Maybe at least they'll fix some of the botting >.>
Actually... now that I think about it some more... maybe there isn't and never will be a true 1.13 patch. Maybe they just wanted a huge poll so they could generate more ideas for D3 and get more input from D2 players as to what D3 could do to improve further upon D2. And then, because they said they were going to make a D2 patch, they'll come out with a 1.13 that's simply "Fixed a glitch where sometimes players could get stuck on a fence in act 1."

*Long drawn out sigh.......* I give up on this thing. Hasn't this been in the works for 1/2 a year now at least? If they aren't increasing the stash size, aren't adding end-game content, and aren't changing the resolution, what's the gosh darn hold-up??? What ARE they including?? New weapons/runewords, a ladder reset, and Middle-game content!??!?!?!?
BTW I don't really give up. This was just depressing news.

Anywho, I'd expect that Blizz is really working towards retooling most of the game, just remember how radical the changes were in 1.11 (synergies).

Most fans are upset. I think we have good reason to be so, in all reality. We just need to make sure we don't become animals in the process.
