The Angel's have the ability to come to Sanctuary in "human form", but they don't actually become human's. There are several cases of this happening in the novels, the Angel's simply trick the minds of the Nephalem to have them see what the Angels want them to see, they don't actually gain Nephalem bodies. Angels cannot be "cast out" as you would expect from a biblical form because Nephalem are actually the spawn of Angels and Demons, not a lesser form.
Also, the "armor" that Angels wear is strictly a visual differentiator that they wear when being seen my Nephalem. Angels actually exist as a combination of light an sound, ie: their wings are their closest physical representation, it says as much in the Book of Cain.
