Any lore buffs out there know if there has been any hint of another sanctuary or world created by the world stone? This could very well be possible. It could have been created by the other angels or demons that have kept it secret after witnessing what Inarius had done.
Sanctuary is just the name given to the world that was only created by both demons and angels. In the Book of Cain, it mentions that during the Eternal Conflict it is a possibility that the Worldstone allowed the creation of worlds and life; but the worlds created never flourished because they were made up of solely angels or solely demons. Note that the Prime Evils were trying to persuade the humans to their side of the Eternal Conflict, so that demons could wield the powers of the Nephalem (first humans) against Heaven, based on this I don't think the Worldstone has the power to create Nephalem. Also at the end of LoD, Baal is corrupting the Worldstone (which has influence over the humans ex. suppressing Nephalem powers) to also corrupt the humans, which also indicates it is unlikely the Worldstone can create Nephalem.
Again this is my reasoning based off the Book of Cain, so I could still be proven wrong . Also I applaud the original poster's idea, it is unique and if developed into a novel would be a good read.

There's been hints that other worlds were created by angels or demons before Sanctuary, but that they were always failures due to their homogenous nature. All order or all chaos. As far as we know there are no other "developed" worlds like Sanctuary though, and there's certainly not been another opportunity for other angels or demons to repeat Inarius' feat.
There is still the matter of The Others, strange beings that prevent Trag'Oul from physically entering Sanctuary during the Sin War, but we don't know what they are. It has however been theorized that, similar to Trag'Oul, they are guardians of other worlds in the cosmos.
Trag'Oul has further hinted that the angels and demons are not the masters of creation they think themselves, furthermore supporting the notion that there is something else out there.

In all seriousness though, WoW has kinda used up its lore in X-pacs (only Sargeras is the last major villian). I say that based on the premise that it has to make sense. I won't get into the MoP xpac and how silly that is. Diablo on the other hand has a lot to choose from.
