I mean, the Angiris Council and the other Angels have weapons, but the Seven Evils, including Diablo himself, have no weapons as we know of; even Andariel and Duriel, who were not trapped in Soulstones, did not seem to wield actual weapons against the player. Why don't the demons have any weapons? Has there ever been an instance that they have wielded one?
Well, it's kind of ironic, because Hell actually has its own Forge, and Heaven doesn't, as far as we know. So I'm guessing that demonic weapons have to exist, I guess...or then again, maybe not, if the Forge is just used to create armor or to unmake heavenly weapons.
The Angiris Council are really interesting characters, but it just seems strange that for all their power and items of power (the Sword, Cord, Spear, Scroll and Chalice), they've never been able to kill even one of the seven Great Evils over thousands of years (while a few humans with untapped potential were able to slaughter five in maybe a week), and the Angels, for all their weapons, still haven't won a war against disorganized hordes of unarmed creatures...
Those with power often make slow and calculated movements to further grow their power and gradually overtake their enemies, rather than risk everything in an all out battle. I'm fairly positive Imperius is not one of those people, however I bet the demons are having a jolly ol time exploiting what they can and having their little twisted fun for the most part. It's true that the demons are more interested in nipple rings than giant flame hilt claymores and the like. I imagine this was more of an art choice than anything. People are probably more afraid of evil alien beasts who can control your mind and animalistically leap from the shadows to, in an instant, tear you to shreds with their brute demonics strength- than humanized beasts holding weapons and wearing clothes listening to pop music.
Well plenty of the lesser demons use weapons. I think a lot of it is the fact that these prime and lesser evils just feel cooler without them! They are more dangerous and elemental when they're just shooting fire and slashing with giant claws. And can you even imagine fighting a Diablo that wields a sword? He would be diminished somehow by having a weapon. That tail is weapon enough...

Book of Cain doesn't meantion an angelic forge =/= Heaven doesn't have any forges. Heaven certainly has a means to produce weapons and armor, not to mention the Pandemonium Fortress, which was alsu built by Heaven.

Not if:
1) There are way more demons than angels
2) Demons are, on average, stronger than angels or,
3) Demons aren't as disorganized as one might think
It could be any number of other reasons. Perhaps demons are more like cannon-fodder. Equipping these with gear equal to what angels wear would in that case be impossible if they die 3 times faster, even in a fantasy setting that'd be economically impossible.

I think that the question of topic is wrong We saw a lot of demons which used weapons. Just remember little red demons from Act 1 Also their Shamans used staves. And so on... Also there is a notice in the Book of Cain about Hellforge which is situated at the heart of the Realm of Destruction. It is said that greatest weapons of the Burning Hells are forged within it. So there is weapon of Demons

As it's said in the Book of Cain, the Angiris Council are living representations of the chief virtues of Anu. And Prime and Lesser Evils are representations of the Dragon. Power of Anu is equal to power of the Dragon, so no one may win in this Eternal Conflict.
But those "few humans" are descendants of the nephalem and so they have power of both angels and demons. In fact humankind is much stronger than angels or demons and this is the reason why the Angiris Council tought about destroying Sanctuary and why Prime Evils thought about using humankind to destroy High heavens
My guess is because Demons are like animals. They don't need unnatural weapons. They got their claws and teeth to deal with you. But I know the Lords of Hell don't use weapons because they are the weapon. And Diablo is a pain even if you can't punch you.

Agreed.
Diablo, Mephisto, Baal and all others are already physically strong without them, and they have magic too.
But i am not really sure why Tyrael needs a sword :/
