Imperius is a bad bad dude but he is also an angel, who is to say he didn't trap Maltheal himself but not for helping us, but for trying to take us over.

Maybe he jailed Malthael himself and needs mortal to break it open and unleash death?

That Imperius wants to eradicate humanity is the safest bet there is based on what we have. The entire finale of the Sin War insinuates it quite clearly, and the Book of Cain further reinforces that by explaining that Imperius has become more tyrannical and restless without a war to fight. The phrase "Valor shall turn to Wrath" fits well with this line of though.

Izual is on the same level if not higher then Azmodan, He will lead the charge straight into heaven, since he knows the way, he is as strong as an Archangel if not stronger now, I would say he is a great evil, if Imperius would be considered a "Great Evil" then Izual a former Archangel certainly would be.
And Malthael's corruption may pre-date D3 but the fact that he is missing and the prophecy that Cain read starts out as "the end of days" and one of Malthaels quotes he says " at the end of all things only he will prevail."
We don't know whom Wrath is yet, it could be Izual for all I know, Imperius may want to kill us all, but he has higher priorities atm, doesn't mean he won't try to kill us on his way to where ever he is going, or for us breaking into heaven, just that "He turns to Wrath" suggests he faces him rather then changing form, the fact that Wrath is capitulized suggets it is indeed a person or Demon.
Blizz said we would only face 2 of Azmodan's "Lords of Sin"..IE Greed and Lust, They never said we wouldn't see the other 5, Wrath, Gluttony, Pride, Despair, and Envy
The quote mentions Wratha nd Despair, so now that Diablo is gone it would serve to purpose that Izual joined with Azmodan to current ruler of hell and became the Lord of Despair.
Imperius already has the issue of pride, so if he is with Azmodan in some way he would be the "Lord of Pride".

I think when Malthael reappears he will be the Angel of Death and will kill everyone. Every angel, demon and human. With Sanctuary and nephalem discovered, looks like theres no solution for the Great Conflict (it almost feels like the Great Conflit is WW2 but with crazy angels vs. crazier demons instead... and you have "wish machines" called nephalem instead of nuclear weapons). Without a solution theres no place for Wisdom (once thats the point of wisdom.. finding solutions)...

You know, the datamining has revealed that we will fight Rakanoth in the Library of Fate of the High Heavens - the quarter of Itherael. Maybe he sneaks into the Heavens, and Itherael finds him in his Library, and brings forth all the power at his command to destroy him, but fails and is "shattered forever", leading Auriel to literally "despair". Of course, this is not very likely, as he is only a servant of Azmodan, a Lesser Evil, while Auriel and Itherael are members of the Council...unless Azmodan has used the Black Soulstone to empower himself and his servants...
The Black Soulstone, by the way, is said to be capable of containing the essences of both angels and demons...make what you will of that.
A quote from the book will i think tell us what the original intention of the soulstone was..

The end is the most important part, Rage, could be destruction or hatred either one really, soat least one of Diablos brothers was intended to be put in this stone, Hope could mean auriel, which could explain the reason she is swallowed by Despair, She would be "swallowed" into the soulstone. Fear, or Terror could mean Diablo, and Valor could mean Imperius. If the purpose of the Soulstone was indeed to capture all four of these majestic beings into this one soulstone which was then to be used much like Baal's soulstone was, then Zoltun Kulle would have become an unstobbable monster with the powers of both Nephalem, Angels and Demons. This could be what the end of days is reffering to? Not sure...

But what I don't get is why he's in the Library, not in the Gardens of Hope. Could Rakanoth really beat Auriel, though, if they had to fight it out? And Auriel and Itherael aren't the only angels in the Library/Gardens, according to the Book of Cain - are the others just ignoring them and pretending to not notice as the two of them are being swallowed/shattered by demons?

From what i'm getting from this, the angels are basically turning in the four horsemen of the Apocalypse. Imperius-> War, Wisdom->Death, So on and so forth.. wonder who the last two are.
Rakanoth is referred as the Lord of Anguish in the datamined files, not the Lord of Despair.
Yes, he is...but his design, or so it seems, also names him as Lord of Despair, and Despair and Anguish are closely related. Furthermore, I think the part of the Prophecy concerning Auriel must have some significance and deeper meaning to it, so Rakanoth remains the most likely possibility.
Zzz I was referring to the "so on and so forth" as, the other two horsemen which is famine and pestilence, and the other angels turning into them which i just assumed the reader would put two and two together... I mean, If valor-> war (wrath), wisdom-> death, then that leaves the obvious conclusion that the other angels will turn into famine and pestilence, or some form of it. Let's see, IF hope turns into "despair", one could assume pestilence, what could be more woeful then disease, destruction, and outright evil? Despair is that outcome. Now that leaves us with the last angel, and it reads "fate lies shattered forever".. Fate--> Famine? This one I don't know. This is all just merely my own thoughts on it atleast.. I mean, we have 3/4 of the horsemen easily.
