I've been working on a wizard build that has a lot of slow, uses multiple elements, can CC and is viable to solo Inferno. Of course I havent played Inferno or Diablo 3 yet, so I'm just speculating at this point.
1. Electrocute - Surge of Power
Used as filler and Arcane Power battery. Dont know how needed this is at endgame, but probably is.
2. Ray of Frost - Snow Blast
Main single target nuke with a hefty slow too!
3. Meteor - Meteor Shower
Main AoE attack for clearing trash.
4. Blizzard - Grasping Chill
This is for AoE crowd control, this is probably very important in endgame.
5. Wave of Force - Impactful Wave
Strong knockback and a long stun. Used on CD to keep monsters at bay.
6. Teleport - Fracture
Used to teleport away if it gets to dangerous and duplicates of you to take the heat away from you.
P1. Prodigy
For faster arcane power regen.
P2. Illusionist
To always be able to get away safely.
P3. Astral Presence.
For bigger Arcane power pool and regen.
First I also had slow time, but changed it for Blizzard, couse it seems to be much better for AoE Slow. The biggest problem I see now is having no shield, Energy Shield - Prismatic Armor would be a nice addition but I dont really know what to replace. Ive designed this build for staying away from the enemy, but if they get close im probably in big truble. And I also like that this build can do lightning, cold, fire and even a little physical damage. So immunities will never be a problem.
CC = ?? Cubic centimeters? Charged crap? Crazy critters? Criminal cayotes? Something entirely different? If it's something from WoW then I haven't played it.

Junotekh's suggestion is good, you could also get cryo meteor (runed), I would suggest trying to get an armor in their somehow. Frost nova is quite fun (read good) as well, worth noting.
