I'm thinking this build can withstand Inferno (hypothetically of course).
If you see a pack of enemies, Frost Nova to root and cast Meteor for major damage and DoT on ground. Any stragglers will be dealt with a cheap Ray of Frost. For single target, Ray of Frost for slow and possible Frost Novas to gain more DPS time.
For defensive moves, you'll have Diamond Skin, Teleport, Ice Armor, and Frost Nova:
Diamond Skin with Crystal Shell to double the amount of damage you can absorb;
Teleport with Wormhole --why? Well, when "crap" hits the fan, you'll want to get the heck out, so, you'll have two instant Teleports before the CD begins, netting you 70 yards away from danger--;
Ice Armor with Ice Reflect so your attacks have a chance have casting Frost Nova on the enemy and affecting those around him;
and finally, you can use Frost Nova if the enemies are getting too close.
It's not the most amazing build, but I think it's a very good generic build. Once the game actually comes out and we learn more about mechanics and such, then you can tweak this build to give you a better advantage for Inferno.
What do you guys think?
EDIT: Forgot to mention my reasons for the passives...
Glass Cannon for more damage;
Galvanizing Ward to regenerate HP while kiting or when potion is on CD;
Evocation to lower CD's on skills.
I think you might have issues with AP with the build. I think you might need a signature spell to help gain AP. At least you have Ray of Frost with the rune stone that reduces the cost of the spell.
I might go with the passive that grants when using the normal attack from a wand with 15 AP and 1% of max life. It also increases the damage of the attack by 100%.

On Strike and supporting Fallout 4 Mod Makers
Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.

Yeah, I think you might be right. Probably replace Evocation (reduce CD's by 20%) with Virtuoso (Wand attacks generate AP + 1% hp regen). If CD's are down, you can wait a few seconds before pulling some enemies. Can't wait for the game to come out already!
I think he is right, you need to add a signature to help regeneration and decrease down time dps in AoE situation, wand dps is shitty I don't think virtuoso will do the trick all by itself (maybe for single target), well it may work but it looks annoying to go from great dps to shitty every 5s. My advice would be to drop one of your defensive, I feel you are going over deffensive having teleport, diamond, AND frost armor AND Nova.
If you have worm hole teleport, nova is excessive I'd say. Also galvanizing wad is good only for the life regen and your build aims to not being hit... With teleport and diamond skin I don't think you need this passive.
For any build with large AP dumps like Meteor you pretty much have to have a Sig Spell to gen AP it seems. This might not be the case and it's really only something we'll know through playing, but atm the math is pointing towards it.
Also, I'd be more inclined to rune Teleport with Obsidian than Alabaster for survival. If one TP isn't enough to get you to a relatively safe area then two isn't going to be either.
