I doubt this is something that will last in its current form. I understand the need for certain paper work with places like pawn shops but this will not stand IMO. At the very least, I doubt cops will want to enforce this by going to garage sales and such.
Makes me curious about what will happen next with this.
Louisiana Cop *Holds up questionable magazines*: "Sir, where did you buy these."
Questionable Man with a Questionable Mustache: "I bought those pornos at the garage sale down the street, in the adults only section. Why?"
Louisiana Cop: "Did you use cash or credit?"
Questionable Man with a Questionable Mustache: "I used cash, it was five dollars."
Louisiana Cop *Takes out nightstick*: "I'm gonna need you to turn around sir, and get down on your knees with your hands above your head."
Questionable Man with a Questionable Mustache obeys the orders and the cop cuffs him.
Louisiana Cop: "You're under arrest for paying with cash, the LAW states No cash for second-hand purchases."

Even if it doesn't stand though, this is part of an overlapping issue. Laws are passed without thinking about how they negatively affect innocent citizens. This happens a lot. Another example is little girls can't have lemonade stands because they don't have a vending license.
It's to keep stolen items from being resold as easy. Which it's not going to stop. If someone offers me a 50" flat screen for 100$ I know where it came from and of course no one is going to stop and say "Oh wait a minute... we better obey the law!".

I agree that is was probably meant with good intentions but more negatively affects law-abiding people than it will criminals who use the shady purchases. I'm not sure if Louisiana does, but in Ohio a pawn shop has to send their buying transactions daily to the local police to cross-reference for stolen items.
You're right! Cash is always used in shady deals... why didn't I see it before. We should outlaw the use of it and allow only credit, then surely drug and arms dealing would stop!
