It's 12%*AS, so with dual-wield and 2.0 attack speed it'd be 24%.
Hmmm. I don't have 2.0 attack speed but I have 24% weapon damage per second with the rune. I think some clear calculation to it would be nice.
One thing to remember is that weapons have a damage range, which from experiance with the rune is used in its calculations. One way to nail down the formula for this would be to get a 1.0 attack speed weapon, remove all +AS% gear then walk around a nightmare difficulty game and track the damage dealt per tick. From that point add +min/max damage gear and/or AS% gear and monitor how the numbers change. from what I've noticed I believe the damage works something like the below as I've never seen it crit

(D/100) * ((Weapon min damage + Item Min damage) * 0.12) as X_min
(D/100) *((Weapon max damage + item Max Damage) * 0.12) as X_max
Attacks per Second as APS
(1.12 * (X_min to X_max)) * APS = DPS
Note that I've seen it proc life steal but not life on hit. Also, these calculations are assumed based on my observations and are not backed by testing.
Just another example illustrating the need for a section of the "Details" screen that shows exactly how much damage a skill is doing at any give point in time.
