Yeah fireworkds are definitely not illegal, or else it would be very problematic for the entire industry to actually sell stuff, not to mention cities organizing their own shows.

EDIT: Ok technically it might be illegal. Apparently it is illegal for individuals without permit to fire them but not own them. Well, if you trust flashback.se at least. But in any case, it's will be much the same kind as "it's illegal to eat a hamburger while walking backward in Georgia on Sundays" laws.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

i got busted eating that hamburger backwards a couple years ago. they dont mess around here in georgia when it comes to meat products being consumed while walking in a backwards fashion on specific days of the week.
