Yeah they went off a lot of dif things to rank these games. One important thing was the impact it had on today's games and society. Like Rockstar's Grand Theft Auto III... huge impact on society. I still dont think there is a more controversial game out today.
GTA III is controversial though for the stupidest of reasons. Mainly because you can beat up people in the street, including old ladies and hookers. I'm surprised more people didn't recognize what they were doing as merely trying to add shock value to their game.
