*69 is caller ID (you only get if it's in your service plan), I'm going to assume you don't see the number otherwise you would have called it. I was a computer engineer at an MCI reseller for several years, Telco's can trace calls usually require court orders to get that info. As far as long distance carriers go, ATT kept all the equipment in the Ma-Bell breakup (it was the phone company until the we're broken up as a monopoly) and they can ID numbers that call you immediately.
Local numbers are a bit tougher, local telco's won't help. The best thing you can do is add call blocking (if your state has) to your service, anyone who calls you must ID their number to complete a call. They will get a message telling them that your number does not accept blocked numbers and they must hang up and dial *82 and the number.
That should end that crap.
ps. If you find out the number, you can always try to ID it by calling your long distance carrier and ask to ID a number. Tell them you have a number on your phone bill and don't recognize the number and just want to ID it, if they can they will (not all show), they have access to the same database that 411 does. Technology has changed a bit since I worked at a Telco so some of what I am saying may be outdated.
Another nifty trick that will stop the calls is the next time you get the call, simply say over the phone "operator this is the call to trace" and stay on, they will hang up pretty fast at that point.
No, customer service should be able to change any services you need changed (if that is what you want) just make sure you get the details on your calling plan so it doesn't go up or anything. If you are trying to ID the number because you have it, don't tell them your problem, they will treat your call differently. Just follow what I said above. They should just consider it a normal request. All you have do is call and say "I don't recognize the following number, can you ID it for me please" if the laws haven't changed they will look it up for you and if it shows who it is they will give you who's name it is under.
You can also try to search for it on google, there are a few sites that do that.
