On the "And that they" part, I can definitely read:
"..., and that they will wake up and..." (that's a comma before the first and, and a lowercase 'a')
I think that's followed by
"treaty for..."
Ah, looking at further, it states:
"...that they verily believe, and that they will wake up and treaty for..."
If I could read that last word, it would make a lot of sense. My cursive has faded, so I don;t know if it begins with a capital cursive J, or F; it could be a proper noun, like a town or village or the name of a king.
