I'm with you on that, I REALLY hope that they give heaven a more active role.
However, I disagree with you thinking that it won't be big.
So far, we've pretty much just been murdering demons (which will still make up most of D3).
But right now, heaven is pretty much an untapped source of lore and gameplay for the diablo universe, it would be pretty stupid for Blizz to just overlook it and stick to the ol' "demons are evil, lets kill them" type of game.
While I can't see slaughtering our way through heaven, I do think we'll have to fight one, possibly several angels.

The concept of balance is a growingly-prevalent literary mindset device in most modern literature. Moderation. Equality. Balance. It's also grown very heavily in the fantasy arena. Hah, wouldn't be the first time that I got carried away about something. Thinking back again to the last scene of The Sin War, the pact between Imperius and Mephisto that was made was obviously broken at some point between its creation and Diablo 1, but yet we still see Heaven react in such a mild manner? Wouldn't it be expected that the moment the Prime Evils broke the pact that Heaven would come streaming in full force?
Perhaps this is some sort of technicality Hell uses. See, can the Three really be held responsible if they were "banished" onto Sanctuary, so to speak?
Perhaps that is why the Three mastedminded their own exile onto Sanctuary, as Izual tells us in Diablo 2. This way, they could get onto Sanctuary without breaking any rules.

I'm guessing the whole matter of fighting angels is something we won't know anything about until the game actually hit the shelves. Now that would be a surprise once you reach a bit into the story and find out angels are the bad guys

PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.
