Hell = Demons and the Evils.
Sanctuary = demons + angels to form Nephalem.
Also, the goatmen are corrupted mutation.
But where are those other race come from? Those viper people. How about those fetish midget freak?
We don't know about the Vipers, I don't think the fetish were humans since they are classified as demons so they probably came from hell just like those fallens.
Also you forgot those Sand Raiders, if there is a monster that really felt weird I think it's got to be them.
It's possible that these races are simply humans who were mutated by demonic magic like the goatmen or the blunderbores

I think I read that the bloodthirsty Hobbits of the Jungles are also native to Sanctuary, but likewise corrupt.

Many monsters in Sanctuary are spawned directly from Hell. Others are undead that are Hell-induced or mortal-induced.
Others are native Sanctuary creatures and sub-races that were twisted by the Prime Evils.
The Fetish, though classified as a demon, seemed more likely to me like an indigineous primitive race in the deep jungles of Kurast, changed and twisted by the Prime Evils. It seems like even mortal creatures in Sanctuary can become part demon themselves. That's at least how I interpreted them.
Claw Vipers I would assume were always a semi-sentient race, but they became further empowered by the Prime Evils as well.
