I got a lvl 70 pehonix strike assassin with a perf ebotd great polearm. I cant decide wether to use double bartucs or my ebotd.

double bartucs, when I had my "kicker" assassin, she had double bartucs...one was eth with zod in and the other was plain...but i was not disappointed with 67k dragon tail damage

Is that a PvP build?

That may be...but having all the + skills from each bartuc is too much to pass up. I had equipped with grief pb and her damage went to down greatly. The only problem i had with that build was my AR was low and not suitable for pvp.
