I just spent 400 on my video card...I suggest spending more.
my comp may be about 3-4 years old, I want a computer that can run these graphics on their fullest and not lag like crazy so that's why I was looking for some cheaper ones that would still run really good
Wait a few months, save up a bit more money, and then buy a damn nice machine for 600-700 dollars You definitely won't regret it How old is your PC, man?

paid mine around 1000$ last Christmas and its playing everything on max so far and will do so for at least another year or so. its all about good composition of your system.

Wow, hum... really? What a waste, man. Thats like these idiots running around with computers worth 2K, assuming you didn't get ripped off, there's nothing more worthless and thats coming from a guy who'd love to get a nicer computer, but got damnit. Who would pay 400$ for a card, thats just ridiculous.
Not only that, but seriously. 400$ is what I paid for my computer 2 years ago and it runs StarCraft 2 well on Medium, though I need it on Low to run without any annoying lag.
With 400$ right now, there's no way you can't get a computer that runs this game very smoothly and heck, still quite smoothly on Ultra.
Sorry, I am big about not throwing money out of windows and computers is where people can throw a lot away for no reason. If there's any independent shops with low prices around, try them or just try ebay, build one or something. Take your time and make some research, and your 400 can go to great use.
I have a lot of graphics options set to low but it's at least not lagging at all. But if you got everything turned down and it's still lagging, you may just find the game frustrating.
To not play on the lowest settings you don't need to upgrade too much, although if you have a computer closing in on it's 5th running year you might want to think about upgrading just about the whole thing. Unless your processor is total crap, all you need to get new is a GFX card and some memory.
I bought a new computer just last year + a new screen. I paid over $1000 and I run SC2 on the highest settings with no trouble whatsoever. I run lots of games on the highest settings with awesome framerates. The only game that didn't run all too smoothly on really high + AA was Crysis.. but that's understandable :))
if you build it yourself, budget it carefully, and buy off of newegg.com, for 600$, you can build an amazing computer.
I was about to build myself a 500$ computer, and its 10x better than my store bought one..
i would send you the links to the parts i was going to buy, but with the new icores out, its probably out dated..
a home build, and well budgeted desktop computer, can be the equivalent to buying a 1500-1700 store bought computer.
my computer cost me 1100$, yet if i would've built one for 500$ using the parts i found, it would've been even better...

also if you dont plan to run multiple programs at the same time go AMD. its extremely cheap and just as good as games. just buy a new cooler for it (got the PhenomX4 3.4GHz for like 180$ and its gonna last forever for me with an extra CoolerMaster cooler). also for graphics cards there's no need to go top shelf. the "second grade" ones are great for gaming both ATI and Nvidia. Ram should be at least 3GB tho, if you plan for the future too.
best buy has probaly the best laptop options i have ever seen ever and thats including more than half the alienware models

I built my pc around 6 months ago for just under $650. I can run everything at max settings for every level except for Belly of the Beast, and All In. It lags a little on Belly of the Beast with all the Nydus Wurms. And with All In, well... if you've played it, you know.

Although, I did splurge on a few extras, like the case, and all the fans. Soon I'll be pulling out the 2x 120mm fans for a 230mm fan on the door. It'll be ICY!!!!
