Resizing with paint? It's easier to do that with Photoshop! Why you can even do that without much difficulty on GIMP! Per pixel drawing? Easily done using the pencil and paintbrush tools on Photoshop!

1. Maybe your installation of Photoshop is a dud? Photoshop CS 2 does not take too long to load on a decent computer. Or maybe it's a whinedows problem?
2. Do Mac users have paint? No. Do people who don't have computers, have paint? No. Do people who can't afford to buy a bucket of paint have paint? Maybe. And yes, Linux users would normally have GIMP, unless they decided not to install it.
3. It does not smudge everything on small images, maybe your not doing your resizing right.
4. Smaller JPEG's? There's a function called "save for web" it can easily be adjusted to make small sized JPEG's without losing too much image quality.
even i can do something better, and thats saying something. im working on about 6 projects right now, its a bit frustrating when you cant find images or think of ways to do what you want. go here to see the works ive done for Lord Elfen and Lord Silver.
