So I was playing a Witch Doctor and noticed something strange. When I went from a slow weapon (1.05 attacks per second) to a fast weapon (1.54 attacks per second), my Grasp of the Dead + Groping Eels skill description changed in a strangely inconsistent way.
========== Slow Weapon:
1.05 attacks per second
Unruned Grasp deals "40% weapon damage as Physical for 8 seconds"
Groping Eels deals "56% weapon damage as Physical for 8 seconds"
The rune gave a 40% increase in the listed damage - that seems reasonable.
========== Fast Weapon:
1.54 attacks per second
Unruned Grasp deals "40% weapon damage as Physical for 8 seconds"
Groping Eels deals "83% weapon damage as Physical for 8 seconds"
Now the rune is listing a 107% increase - absolutely crazy! What the heck?

It seemed strange that the base ability would not scale with weapon damage but the rune would add damage scaling. So I did some testing. I went to Cathedral Level 3 and tested Grasp of the Dead against some Servants of Jondar. The servants have a lot of HP and stand in one place, making it easy to record multiple Grasp ticks on one Servant.
Fast (1.54) Weapon Average Tick:
Unruned Grasp = 4.2
Groping Eels = 5.33 (1.27x)
My hypothesis is that the unruned Grasp tooltip is bugged and it is actually scaling with weapon speed just like the runed Grasp. Note that the in-game damage percentages for Grasping Eels would be exactly the same as the d3.com skill calculator only if you divide by weapon speed. That said, these tooltip bugs make it awfully difficult to determine which DoTs and pet attacks are actually scaling with weapon speed and which ones aren't.
The other explanation is that the tooltips are working as intended, and although you saw that the damage of each tick was lower on the faster weapon (as it should be), there might have been more ticks, thus resulting in more total damage (like the tooltips indicated).
What were the dps totals on the two weapons you were comparing?
Hm, assuming that DoT's will have break points like they do in WoW, but they will be affected by Haste instead, it makes it seem like depending on the build you are using you'll definitely want to be going for a faster attack speed quiet often. But I do remember a thread on the B.net forums talking about this stuff, specifically for the WD, and not all the DoT's are effected by atk speed, and then they even removed some that were, and it only ended up being like 5 attacks or so, maybe less. And i don't remember GotD being one of them, maybe this deserves retesting.
