I bought big expensive gear for my Pc to mainly play D3 100% (yeah im a big fan of Diablo).
I've been playing Diablo 3 since 2012 and never had such a big issue before, and i can play Crysis 3 without stuttering and Assasins Creed: Black Flag without stuttering.
I quit early 2013 and decided to go back when patch 2.0 hit and now i got some annoying stuttering.
The stuttering/freezing of screen occurs when:
Getting an achievement.
Talking to an Npc.
Sometimes when i walk the screen skips a frame.
I've done everything, literally EVERYTHING i can think of, i've browsed all sorts of pc forums, diablo 3 forums and other game forums to see what this problem might be but this is the first time i post about it because i've had enough of it.
I've tried messing aorund my Nvidia 3D settings, trying atleast 3 different possibilities, i lowered my D3 settings, i removed my D3pref.text and also lowered the hardware/trill thing in the D3pref.text, i putt D3 on "high performance" in my taskmanager, i done everything i can think of.
Basic: have you turned Vsync on? I assume you did though...
I actually had similar problems. I had a 4-5 year rig that played d3 perfectly (gtx260 and such) when it came out. Given up on game 2 months after. Soon before RoS I reinstalled game on a completely newly build system, way more powerful than last one (gtx760, highend midrange). And it stuttered to hell, mostly when engaging packs of enemies. No amount of changing setting helped so I had to live with it. It went for like a week or so and then it was... gone. Just perfect 60fps framerate everywhere no matter what is happening. Sorry if it won't really help you, but maybe it will fix itself as well if you give it enough patience (unless it already persist very long, then I have no idea).
Honestly this sounds like a driver issue or at worst a hardware issue more than a D3 specific issue. In the past I've had issues with certain games (Including Blizzard games.) stuttering during toast notifications and such and it was due to outdated/faulty GPU drivers.
You might try reinstalling D3. That might help. I know it sucks, but if a clean install of your GPU drivers doesn't help a reinstall of D3 would be the next logical step.
Wow, and i thought i was the only one with this issue (it's never the case but whatever). The problem for me occurred yesterday and it's continuing today. It's really noticeble when i'm in a group. I'll try to make a thread on the official forum and see if there is a solution on my end or Blizzard messed up something with the last couple of hotfixes.
I have AMD processor and GPU. Have the same problem relentlessly. I don't have any hardware similar with the OP and my drivers are 100% up to date. This NEVER happened in D3V and rarely happened with 2.0 hit. Now in RoS it happens a LOTTTTT. I don't even like opening my character window anymore unless i REALLY have to. It's definitely become quite annoying.
I have the same problem with my computer, quad core i7, 8gb ram and geforce 680gtx im running with all the newest drivers and the game is on my ssd drive. If you are running dual screen setup turning off the second monitor completly will reduce ingame fps issues if you are struggeling with that. No idea how to stop these stutters that appear when I open inventory etc. It only seems to happen the first time I open my inventory in a new zone.
Try lowering the sound quality, it worked for me. Didn't stop completely the framerate drops but it was still playing slightly better.
It isn't a framerate drop for me, it is a complete stop of the game. With the inventory it is about half a second to a full second of nothing. With achievements I have had it freeze for 5 seconds or more.
