So, I'm starting the process of building my first computer. I'm stuck on deciding which video card I should purchase. Currently, my choices are the GTX 550Ti ($139 on tigerdirect.com) and the GTX 460 ($159 on tigerdirect.com). According to videocardbenchmarks.com the 460 has a higher rating. Is it worth the extra $20 to buy the 460? Or should I stick with the 550Ti?

I'm consider getting a 6770 Radeon. It's a bit slower then these two but I can get one for $90-100.
I've looked a bit closer at both video cards and the 460 has double the memory interface of the 550Ti, 256 vs 128. BUt the core clock in the 460 is much slower. So which has a bigger impact on performance, core clock or memory interface? Memory is the same between the two (1GB each).
Edit: Which manufacturer should I go with? I've heard EVGA, but if I can get one from MSI at a cheaper price would I still be ok?

EVGA has the best reviews, I just bought a EVGA GTX560. I suggest getting the 550 to stay current. Also make sure your video card is in the same price range as your processor

For my rig I got an EVGA GTX 460 and it's simply wonderful. I don't know much about the other manufacturers except that EVGA is a really good one. As far as choosing between the 460 and 550, it really comes down to negligible things, price among them.
I almost bought a 550Ti when I was building my rig, but at the time I found the price of it was way too high for what you got out of it. The 460 was a better value. But if you can get a 550Ti for a good price then it might be worth it. Consider your PSU carefully as well when choosing your video card.
Some games I'm playing on my GTX 460 with maxed settings: Dead Space 2, Fallout 3, Deus Ex: Human Revolution, Hunted: The Demon's Forge. You may get some slightly varied results with either card as well depending on the monitor you get. I still feel sometimes like my Acer monitor could use some tweaking but the more I play around with the colors I think my eyes are just playing tricks on me.

Dont take gtx 400 series unles syour gonna watercool it, cuz youl go crazy over the heat problem those cards have.
I've never had problems with overheating and I certainly don't water cool it. I'm not overclocking it though, granted. And the card itself is pretty quiet even when I'm doing a bunch of high end stuff with it.
You may want to consider an ATI Radeon HD6850. It's slightly faster in many tests than the GTX460, runs cooler and only requires one 6pin power connector whereas the GTX460 requires two. It also runs a little quieter. Usually I'm more of an Nvidia guy, but the 6850 is a great budget card. Don't get me wrong the 460 is a great card but Having built pcs with both, I prefer the 6850 over the 460. In fact I put one in a budget gaming pc I built for my wife not long ago and it's been a powerhouse
I have seen countless revieuws about the 400 series, esspecialy the gtx 480 are insanly hot, so manny vids where people put a peace of foil on the caard and bake an egg. Its insane the heat was one of the main problems, and i think the only real problem with the gtx 400 series, now sure some dont have that problem but most do. You Sy just so hapen to not own a bad one.
There's like a shitload of that copper wiring inside the card. It really is designed against overheating. Most reviews I've read on Newegg and Compusa of the GTX 460 never mention anything about overheating. I would actually like to overclock it eventually though as well as my RAM and processor. But I'm still learning how to do all that stuff and I need to get into liquid cooling for it as well I think.
Im currently using a geforce gts 250, it runs great and I have never had any problems with it...although I'm curious to see how well it will run D3. I'm sure it would run it fine and I would be able to get by. My question is, would it be worth it to spend the $140 on a Geforce Gtx 550 ti?

If you're looking to get the upgrade just for D3, then not necessarily so. But if you're playing plenty of other games, maybe even Skyrim or Mass Effect 3 then yeah I would upgrade.
Ye maybe the gtx 460 is okay, but the 480 is just to f**ed up for words.
And yea getting into liq coolin for the first time could be a tough thing.
Getting the right liq gear is crucial, or else it al starts to rust in a few months, and befor u know the pc starts drowning.
My video card, ram and processor can all be overclocked but my tower is all meant for just air cooling. Not sure exactly why I went for an unlocked processor. But I want to overclock it...I just really don't know where to start with the liquid cooling. It's a whole new thing I have to start educating myself on.
