Does anyone know if the change to Mad Monarch's Scepter will be retroactive? I feel like it should work for all of them because it's a mechanic change but idk...
The two additional missiles of Magic Missile, when you're using Mirrorball, can now proc things like Arcane Power on Crit or legendary procs, for example. It's actually a very significant change. They were able to do this because they removed LoH from the traditional "proc" game mechanic.w.
Oooohhh ok, when I first read this I thought the LoH on my Foote/Jek crusader was going to go through the roof. Sadface.
So they've basically turned 'Life on Hit' to 'Life on Cast'? One cast of Blessed Shield, regardless of how many child shields it spawns, will only 'proc' one lot of LoH? Hmm ok... But still, guess I should start looking for cool legendaries that complement the Captain America build!

Yes, those changes are retroactive. The only changes that are usually not retroactive are those where items roll different stats now (such as the new Depth Diggers). Sets and Moonlight Ward seem to be the exception, just as mojos/sources were in 2.0.5. Blizzard likes to avoid changing too many items retroactively, as it would lead players to hoarding all sorts of items in hope they will get changed in the future.

Quick question to the Item Overlords. Since Raekor's was changed to use the damage type of the rune you have selected... Do you think the same change will be applied to Angel Hair Braid with it's new "Activates every rune for Punish" effect?

Oh, and absolutely all weapons seems to have had their Critical Hit Damage Rolls removed, Manajuma's Carving Knife and The Barber i can confirm myself but combined with the other ones you have on your list it seems they removed this along with the 1-2% crit hit chance that could roll on certain weapons.

I have the feeling that across the board almost all non-main stat default rolls have been removed. All MS on boots, all allres on any slots, everything. Only very few default rolls besides main stat remain (like CHC on gloves or sockets on Tal's) and so on, so only those that are 100% always useful.
Yet, I don't want to add stuff on the list just by "guessing". I could swear I saw a PTR screenshot of a weapon with CHD, so I'm gonna wait on that. In the meantime, with a community effort I'm sure we can get this list to be quite complete ;-) It's already lots of stuff on there.
Zei's Stone of Vengeance, Moratorium, Invigorating Gemstone, Boon of the Hoarder. Also, all of the 14 gem's pictures are outdated now, so if anyone on PTR could take screenshots of them and post the links... that'd be awesome! I probably won't have time to go on PTR anytime soon.
Removed RoRG - I got a RoRG on PTR and it seemed to be unchanged, so unless someone posts a proof I'll not include it in the list. Would also be interested to know if the new Vigilante Belt still rolls CDR.
Rimeheart, Furnace and FoA should change retroactively, in the same way as a set bonus, or items such as incense torch (modified leg effect). This is because the value of the variable, which refers to the stat roll (in this case a leg affix) is being changed, rather than created. You cannot retroactively modify something like depth diggers, because the leg affix variable was never present on the original roll.
Consider 2 similar items, 1 was rolled prior to the change (Item 1), the other after the change (Item 2). When a new leg affix is created, Item 1 does not suddenly replace an existing property with the new leg affix. This cannot occur because Item 1 and Item 2 are fundamentally different. Item 1 can roll any 6 properties (with no leg affix in pool), while Item 2 must roll the new leg affix, together with 5 random properties. Each of these items has a different affix pool, which disallows Item 1 from carrying the leg affix.
This is my own understanding given my own experiences with programming. Blizzard has however caused some unexpected changes to other items, and so I cannot 100% guarantee accuracy. Example: MLW change appears odd, a scaled roll was expected, however a randomized re-roll occurred. An example of the expected results would have been similar to the changes made to 2H melee weapons.
Typo on Enforcer, each rank should give you 0.5%, not 5%.
