Ramaladni's gifts are a great concept for the game. The one issue with them after playing the game for so long, is that there simply isn't a current need for having so many of them. I have 250+ at present, and I know of people with 500+. Lowering the drop rate would be unfair on those starting the game, but what I propose would give this item a currency by providing the gift with a secondary use. How about creating a new recipe and using, say 10 Ramaladni's to reverse an augmented piece of gear and therefore retrieving the legendary gem at the level it was used to augment the item? I am not sure whether this is a new idea but it's certainly one that I and a number of people that I have spoken to would welcome.
An ability to reset an item sounds great, but, do rerolled items even remember what their original stat was?
I mean, without an ability to un-reroll a stat at the moment, saving the original stat just uses up needless space on the servers, so I can imagine that they simply get forgotten/replaced by the new stat.
And since most items that get rerolled won't get reset anyway, the servers will have to store about 16% more data per item to remember the rerolled stat. I don't know how you could incentivise it for Blizzard, especially after they refused for so long to give us more stash space because of server space.

I would much rather see it used for resetting an item to before it had stats rerolled.
There are times when we fuck up, there are times when the meta shifts but a good item is still a good item.

10 Ramaladni's adds a socket to jewelry. 100 Ramaladni's to change a second prefix on an item.
