I think there are 2 different assumptions in this thread and I don't know which one is correct:
1) You create a hero with whom you can connect to all regions but you can only buy/sell on the RMAH on your home region. This allows for arbitrage of prices between regions. Example; I register my account to US Server and start playing my Wizard. At some point, friends of mine in Europe start playing. I simply select another portal and connect with the same Wizard to the European servers, but cannot use the RMAH there.
2) You create a hero with whom you can only connect to a specific region, but you can have multiple characters created in multiple regions (as D2 is currently set up). This also allows for arbitrage, provided the shared stash is available to heroes in different regions. Example; I register my account to US Server and start playing my Wizard. At some point, friends of mine in Europe start playing. I have to create a new Wizard in order to play with my European buddies but can still do so under the same game license that I already bought and registered to the US Server.
Anyone know which version of this Blizzard is talking about?
I hope it is the first...I know several friends living in either Taiwan or somewhere else, and wanting to play with them though...
It's not going to happen that my oversea friends would just create another character in the US Server (quite wasting of time)

I think what Blizzard meant was: If you created a wizard in the US server, and your IP is also in US (I guess they check it), wherever you choose to go, your RMAH would only appear with the US Server one. I seriously doubt that we are unable to use RMAH while we are in other server...too inconvenient imo.

I too hope it's the first one, though I think option 2 is more likely. Otherwise, they would have to have a system whereby they could instantly transfer all character data from one region to the other. That is not how the current b.net systems work (SC2 or WoW). Despite my preference, my gut tells me option 2 is more likely.
I assume no one has specific info on this?
However, according to how D2 worked, I think the chances of having the first option are slim...
But I do wonder, if I registered in Canada (North America), if one day I moved to somewhere else (not North America anymore), will I be able to change the RMAH region? Or just go to Battle Net and change my address?

SC2: No chat channels, we had to whine.
D3: From the beginning Bash mentions there'll be IRC style chat rooms.
SC2: Region locked and custom maps region locked as well.
D3: No lock on switching region.
