I'm positive this thread has been made before, but I'd like to attempt to bring some new light to the conversation. What better to do that than to quote Bashiok?

but given Blizzard’s rich history of allowing user modification, and just how much it’s given to so many of their previous games, it’s hard to not feel let down by the decision to outright ban Diablo 3 modding. Let’s hope they have a change of heart on that point particularly
I'm still at a loss as to how this became an issue. Do people think mods were supported in Diablo and Diablo II? Or is there an expectation that since WoW we want to allow UI modification, and/or since our RTS games have all had map editors we want to begin adding that to the Diablo franchise?
I guess it just comes across to me as a reaction based on the perception that we're changing something, as opposed to just making more Diablo games.
Diablo 2 spawned a whole generation of really cool mods (some of which were actually really good) with zero support from Blizzard North. Did Blizzard say they couldn't do it? No. Did Blizzard stop those who modded the game? No. So, what's the big problem?
People seem to think that because Blizzard will not support mods that there will be none. Well, that's just silly. And here's an example of the beginning stages of modding:
uh... you can't mode d3 without an emulated server... so.....
and since we will never talk about emulated servers on this site... we won't be talking about mods made for d3.
Well in WoW there were UI (user interface) mods that allowed you to effectively moderate your character better. Statistic calculators, such as how much DPS you will deal, what your chance of critical hit is, and so on and so forth. So I guess people were expecting Diablo 3 to have similar support.
Why would you not mod for an engine that basically a hack-and-slash environment with heavy support for rpg elements ? Look at how the hero rpg element keep raising the bar for wc3 mods and maps.

As bashiok said, that was a horrible assumption and expectation.

And these 2 games are completely different, like apples and oranges.
And because they do not want you to?
What good does it do to make a map, like in that video, that no one will see or use?
You cant use it online, and there isnt even a single player, so its only useful on your fake server.
Maybe if you were a programmer you might play with it to experiment, but other than that its worthless.

One is never hurt by being given additional choices, only by taking them away. A QUADRILLION MAGIC FIND is worthless if you can't kill shit!
Why would you even want to mod D3?
...
And because they do not want you to?
Here lies the problem, the fact that people want to mod a particular game is entirely different from developer wanting people to mod their game or not. In this case blizz clearly dont want modding to happen, on the other hand, the players really want to mod the game. I just don't suddenly stop wanting to mod the game when they don't want me to. That's why emulator and sandbox development are going very fast for d3.
People are really quick to assume that "Mods were useful in WoW, so they will be useful in Diablo". The thing is, the games play very differently. You don't tank or heal in Diablo. You don't compete in Diablo. You don't "win" at Diablo.
The entire genre is based around having fun exploring random areas, fighting enemies and aquiring loot. You won't need a DPS meter for that. You won't need a ton of customization for your UI.
While D2 did have some ok mods for it, ultimately most of them failed to capture the Diablo feel. Also, since D3 requires the constant online connection, it will easily detect players with differing files. While I'm sure most mods would be harmless, if there is any hope of having a bot/hack/dupe free D3 then the line has to be made at "any" modding.
Well going from mods to UI addons... I do want to point out...with the addition of CDs in diablo ( though I 100% understand and agree its needed, I still hate it) I would love to have a "power auras" addon... Id really like a flash near my character letting me know "teleport is ready" ...ect They talk about how they want you to look at the action, and not the UI (aka the resource color stuff) I really think they should add something like this...or let us make addons for it.
But like I said, and what the poster above me said, its not worth their dev time...at this moment.

And by players, you mean an extraordinarily small % of the player base.
And the fact that it is against the rules, possibly the law does matter to some of those people.
PS: Yes, stopping cheating is another huge issue. I gladly give up pretty much anything to be guaranteed that.

Every D2 mod, and D1 mod I have ever even attempted to play was horrible.
Diablo 3 will hopefully never be modded as it should be perfect the way it is.
UI modification is also almost pointless, its Diablo you do not need to know how much "dps, threat, etc" you are generating. Let alone the fact that all the hot keys you can have and shortcuts are already presented in the real ui. What more info do you need. Lets not over complicate what diablo is and pick up our mice and start clicking away please.
Screw mods for Diablo 3. Not every game benefits from mods, I would rather play a game they built without any bullshit from the community. The community does not always make a game better.
Their attitude about banning is somewhat surprising. To shit all over a community they've pulled so many ideas from and have made their games even more played, long lasting, and interesting and made them more money.

You seem fairly upset over something that you wouldn't HAVE to install. I personally wouldn't use any mods, but for people who intend to get super cereal about this game could use stuff that calculates DPS/Crit%/whatever. But they were pretty clear that mods weren't going to be in the game for a couple months now, which doesn't effect me but still there is a community for that type of thing.
This thread is incredibly stupid. There are like 3 people in here who aren't immature little shits that came by just to say "I don't do it, so fuck anyone out there who does." You don't have to use a mod. I can understand Blizzard cracking down on modding due to not wanting to open any potential doors to duping/hacking. However, there is something to be said for the mounds of content that modders have freely provided people who play many Blizzard games. To adopt a "there can be no mods" policy now after benefiting from modders in the past doesn't make sense from any other viewpoint than to ensure the security of the game.
"diablo has never been about modding"
"The community doesn't always make a game better"
"UI modification is almost pointless"
Statements like these are simply stupid. It's just stupid people condemning what they do not understand. If you don't like mods, don't use them. You can't call them pointless or detrimental as if it's not just your own twisted little opinion, but some universally known fact. Fact is, some people like mods.
