Start an adventure mode game on normal difficulty, go to the Fields of Misery and there head to the Northern edge. There's a small house that is sometimes closed, sometimes a monster comes out of it (in those two cases you can just port back to town and restart), but sometimes there's a rare merchant in there. And sometimes this merchant sells shields.
I believe restarting the game and searching it again is faster than waiting for the vendor to "refresh". I was extremely, extremely lucky and found it after just a few minutes (guess I couldn't have done it any longer anyways). It's kind of mind-numbing, but it's the way it works if you're really desperate.
Once you've found it make sure you invite all your friends and clan mates, and put lots of shields on your twinks.
I won't be online for ~10 days due to vacation, otherwise I could've given you a few of those shields... I filled all my twinks with them ;-)
