I have not crafted this particular item, but all other legendary and set crafts that I have made used the new 2.0 rules. So I believe the answer to your question is yes. And I was thinking of doing the same thing for my crusader!

Basically a Helm of Command but it rolls 11% block and a guarenteed 626-750 Vit plus 4 more random properties (I'm guessing with Loot 2.0 1 of them will be Strength :p)
The plan drop for me yesterday. And i've made one for my new tanky monk. And i want to say it is pretty good with the 2.0 patch. Way better than my old tri-fecta mempo that i've looted a while ago.
The loot 2.0 that come with the latest patch is pretty good for grinding/crafting stuff. it's always give you that attribute you need for your class.

I don't know if this is still relevant but i crafted a decent HOC the other day...
Perhaps a stupid question, but does the Helm of Command require a shield? I mean, can we block attacks just thanks to the HoC affix without a shield equipped?
You could block without a shield but it won't help you. The shield itself has block value on it, so no shield = 0 block value.
It's like blocking with your face. You are, technically, blocking but you get no value from it.
Yeah you need the shield to actually block damage.
I just want to point out that HOC was the item that required the highest ammount of crafts untill i got a good one. For some reason, 90% of the crafts didn't even roll a main stat... Not to talk about crit chance. Other items i crafted are seven sins, demon's set, hallowed set, sage's set.
I'm at work at the moment so I cannot test this but...
Does Helm of Command crafting benefit from 2.0?
I am aiming to make a heavy block build for my Crusader (I already was lucky enough to find a Justice Lantern with +14% block).
Considering this to be the helm for it.

VERY nice ring, rolls reduced CC duration, Vit, Armor, Block Chance and two random properties.

On the plus side I got a nice Justice Lantern a decent Rare Crusader Shield and Griswold's Masterpeice pattern, so it's not ALL bad :D.
