Don't we get a guaranteed legendary if we play for x amount of time and one has not dropped for that given time? Kind of like a welfare legendary?

Assuming that killing elites, goblins, and opening chests (It seems people are having more luck with the white chests than with resplendent ones :P) I always thought that would be the way to go. Thinking that they had a higher chance to drop legendaries, or even less chance to have low quality drops (i.e. blues, whites, and greys)
Perhaps someone will enlighten us on how to obtain more legendaries

Didn't keep track, but for whatever reason(s) I'm getting more on lower torment levels on a run for run basis, not even counting the fact that higher torment levels take more time.

No it doesn't work like that. It is more like if you run for hours without legendary drop a "safety net" system will activate that will start to increase your chance to find Legendary. So after some time your chances should be a lot higher that it will drop a legendary and it will eventually.
The system is in place because in this RNG system in some rare cases someones luck could be so bad that he could run for 20 hours without a single legendary drop which would kinda suck for him/her.

If anyone can remember D2 endgame, its either cow level or a Lv 99 Sorc farming Mephisto repeatedly or pindleskin with high mf gears, are we going backwards to the time to find legendary?
On Normal I got about 2 per hour. Then I played Torment 3 and get about 1 per hour. So it looks like the increased magic find from Torment doesn't overcome the fact that monsters are much harder to kill.
On the bright side, I did get about 5x the amount of xp when playing T3.
Ok so ive done testing myself, playing high level is pointless playing t1 is the most effective way of getting legendary items.
In terms of just legendaries/hour probably yes. But there are many reasons to play higher Torment levels; e.g., if you're in a full group with four high DPS players even T2+ can feel like a breeze, so there's no reason to go T1. There might also be builds and setups that require mobs to stay alive for a bit longer (to make full use of debuffs). And then there's the increased gain in XP and money which makes it worthwhile to go to the "optimal" difficulty, which is where you can kill white mobs "almost instantly" (I feel the term one-shot is often abused) and kill elite packs in 10-15 seconds. Basically, if it feels to boring raise the difficulty. If you need 30 seconds for an average elite pack or die frequently, lower the difficulty.

Hell with a well built, highly synergized group T6 is a breeze. I've been running T6 for exp with my clan and its very quick. Elite packs usually take us 10 seconds. Under optimal conditoins (blue pack, we have our cool downs off, they all get pulled in, they dont fear us, etc) takes us less than 5 seconds. We usually run 2 Wizards, 1 wd, and 1 Monk. You just need enough toughness (1 mil minimum I'd recommend) and a coordinated group thats well geared (and I dont mean just paper dps by well geared).

I have found nothing but junk blues and yellows from resplendent chests. Out of the 6 legs i've found, two have been from white chests, two from breaking stuff, and one from a white mob kill, and one from a champion.
I'm farming Depths 2 and Bridge runs on T3 solo and i find maybe a lego an hour.
I kind of wish Blizz would buff Res chests and the amount of items elite packs drop. its kind of underwhelming to kill a pack or clear an entire dungeon and open a res and see 1-3 items.
Can you reset quests over and over? Or just a one-time thing? I reset already and played through all the way and killed Diablo, but my button is greyed out.

All part of the plan to make RoS more appealing. Before 2.0.1, you could find 6-8 legendaries per hour farming MP6-7. Now, you're lucky if you get 1.
some other info:
1. playing in T3, my dashing monk can keep SW up ALMOST 100% of the time, guess i m killing mobs efficiently.
2. elite packs takes 15 - 60 secs to melt.
3. i m doing quest mode, not endless keep2 or bridge run, well u know guarantee legendary from sk is hard to resist
4. 230k dps 700k toughness, die once a while due to careless and rushing.
what about u guys? any advice for me to net more legendary?

However, I think that Torment are more rewarding from level 70.
