I can't say if I'm thrilled or saddened by all the new skill changes.
I mean, I've been asking for more proactive skill balancing since forever (because to me, that's what makes the gameplay have enough variety), but now that it's here, I'm saddened that I don't have time to test ALL those skills and give proper feedback (as I did earlier when I joined the beta).
Anyone else with these 1st world problems? =/
I just hope all those people who said they'd be the great testers for D3 (much better than the internal ones) can find some time to test things out, discover the broken skills, and point all the underpowered/useless skills we're all counting on you guys.
Yeah, it's just insane. Another "problem" is that some skills only shine with a certain legendary at hand, or even a particular focus on gear (resource reduction, cooldown reduction, +skill damage and so on). It's so easy to identify one skill as OP and another one as broken if you just use "wrong gear", run into a particularly hard elite pack, or happen to use an unfortunate combination of skills whose synergies don't work well. For example, I still think Wave of Force is better than Meteor overall, though I know that probably most wizards disagree. I also don't see why Frozen Orb is so OP as many people say, there are even other Orb runes I prefer.

I think Sleet Storm is better than meteor or wave of force and I don think its even close. Constant huge radius 375% damage for minimal AP. I have frost burns and other +Cold damage% modifiers with frozen armor's aoe rune for double freeze proc.
Forzen orb has been improved in this latest patch though. Its a lot better.
Though more generally on topic, I've spent a lot of time on the ptr testing all classes. I love all the skill changes.
One thing I have to mention though is the gigantic nerf to Blind - Faith in light. It went from 50% boost that scaled with your attack per second (so if you have 2 aps, it would roughly increase your damage by 100% on the first ptr patch) to 29% boost with NO aps scaling on this latest patch.
Anyone like the new Bears rune - Lumbering cold. It does a boat load of damage if you're on top of the target as a lot of the bears can hit a one target. It rivals clouds of bats. Very unassuming from the tool tips 252% damage.
DH wise, Cluster Arrow - loaded for bear with a lot of resource reduction (cindercoat) and +fire modifiers is very strong. My 330k dps DH did Torment 2 ghom in 20 seconds with a cluster arrow set up.
