We've had numerous statements from Blizzard devs why they think this isn't going to happen. Basically it would become just a gold sink, and mandatory for every weapon that has some good rolls in it.
To me, it's more important to have more interesting and viable weapon affixes (because what we have now is pretty dumb), instead of giving us ways of adding the mandatory ones.
Wouldn't be a bad gold sink, though. A one-time quest like in D2 would be bad. You'd have to play a fresh toon to a5 (yes, 5 => expansion) whenever you find/buy a weapon upgrade.
If it were useable on any weapon (eg also those with already 1 socket present), the gold drain would be massive. After all, those holes have to be filled, too. Would be pretty much the same as the introduction of Marquise gems, except that the influence on player power would be much, much higher. Therefore it shouldn't come before the expansion, no need to further trivialize content.
People are already complaining the dps is way too high.A socket on a godly #1-3 EU weapon would just be completly sick.I'd rather have more interesting items or affixes on the weeapons as Zero said. This one socket thingy might look good at first but its just something very soulless and uncreative.

I think, that would be a cleaner solution for a gold sink. A socket is just one affix and why should we have a possibility to add a certain affix to an item unless it already has said affix?
That would turn some 6 affix items into 7s and those that already rolled a socket in its original 6 would be gimped.

And like Zero said, there will be no socketing for weapons, it was removed from the Mystic in beta as it's just a basic requirement. Whenever something becomes a mandatory thing rather than a choice (and sockets in weapons are mandatory right now) it's bad.
Unless they come up with some other cure, they're going to have to do something about his issue. Too many great weapons rendered useless cuz no soc.

They really need to just nerf the value of gems in weapons. It's the heart of the issue. If the gems weren't so disgustingly powerful then the socket would become less and less mandatory.
People will whine, piss, moan, and groan, but a general reduction in the power of rubies & emeralds in weapons is the only sustainable solution.
As it stands, because of Marquise Emeralds, a socket in a weapon is actually worth more than a perfect critical damage roll which... well it kinda makes no sense at all.
Please don't forget that this socket is still only one out of 6 affixes. This is different than it used to be in D2.
Do you think it's better than the "min-max damage" affix or the "% damage" affix? Would you want npcs to add those as well? What about life steal?
I know, how it can hurt when this one (almost) perfect item drops without a stat considered mandatory by buyers. Like rare boots in Vanilla D2 without run speed.
But why an npc to fix them? Why especially sockets?
If I may have a wish: How about an npc that adds 6% crit to my Mempos for a fee of like 10k gold?
I agree with shaggy. It's really because rubies and emeralds are crazy good for weapons. I rather have each gem provide effects, not raw bonuses (e.g. chance to temporarily increase APS on hit, chance for splash damage per hit, raw boost to all ranged/melee attacks/spells, etc.). Hell, maybe even throw RNG in there and give gems random effects when you socket them. You'll have to recraft gems to get the desired effects.

They're going to implement new gems (jewels maybe?) over time, so I don't see this issue limited to Emeralds specifically, at least not for the long term.
Add to that, even if a ruby/emerald has it's value slashed, they will still be viewed as MANDATORY in regard to weapons (in most cases). Even with their values slashed in half, socketed weapons will still be most desired.
The undesirable affect that would come from this is, weapons that don't have 80%+ CD attached to them will be as useless as un-socketed weaps are now. We'd be in the same boat.
We're missing the genius that made D2 itemization sing. Would an eth HoZ or a hundred other eth items have been of any use at all without the soc quest? Nope. They would've been just as useless as un-socketed weapon are now.
People want vulgarly powerful items, and nerfing isn't the solution. Accommodating better itemization is key, and doing this in lockstep with obscenely powerful items is important.
