Let's say I wanted a high level set for the set bonuses, but I only wanted to wear one semi-decent item from the set.
Could I buy the rest of the set cheap (with poor stats) and just leave them in my inventory and receive the set bonuses from the single set item I'm actually wearing (like how Diablo 2 worked) or do I actually have to wear the entire set?
Yes you can and I think it's a great new mechanic in D3. I'm actually enjoying the full set bonuses for 7 different sets at once. It's really quite powerful and I definitely recommend it.

If this is true it needs to be fixed. That is a very poor exploit to allow.
I''m going to mention this in the bug report on the Bnet forums.

You have been victimized by a double sarcasm apocalypse.
Well that sucks. Guess that basically means I'll never be able to afford a decent set and just go with normal legendaries. Blizzard should change it; it was surely not exploitable in D2, so there must be a way to make it non-exploitable in D3, such as limiting your character to 3 sets total.
Or just put no limit. If you can afford 7 full sets then you deserve 7 full set bonuses.

Yes, it wasn't exploitable, because it didn't work. You saw all set items lit up even if you just had them in your inventory, but you didn't get the bonuses of course.
Well this is news to me. I never played Diablo 2 online, I only played single player.
Also why would I be trolling? I want my character to be as powerful as possible for as little gold as possible; what's wrong with wanting that?

Whats wrong? Set items are supposed to be activated while wearing them if you are not wearing them you cant have the set bonus simple as!
Well ur as powerful as possible for as little gold as possible doesn't allow you to have set bonuses.
