I don't know if blizzard has considered this idea but I think it would be great. Legendary drop rate should work like Sharp shooter. So the general idea is you gain x amount of legendary drop chance per time between drops. With such a system eventually everyone would get legendary drop. Clearly the particulars would need to be fleshed to avoid exploiting. What do you guys think?
That goes against the whole Diablo system (randomness), and where does magic find fall into the equation?, the drop rate doesn't need a fix in my opinion, the fact that its being doubled is already too much in my opinion.
Giving it a Sharpshooter-like effect wouldn't necessarily make it "fixed" drops. The more you play, the more you would find. If you wait til 100% with Sharpshooter to attack for crits, you still won't get nearly as many as if you attacked constantly.
It could just help casuals to be not AS far behind, but definitely still be behind. I like the thought, if it's a very minor bonus to finding them if you haven't found one in a long time.
I'm sure what a Blizzard designer would tell you about this idea is that it feels bad to be playing immediately after you get something good and knowing that it won't happen again for a long time. I would rather that the odds be reasonable at all times than start out crappy and slowly become guaranteed.

System is not nearly nice but well, we have a random thing running there, being double is very nice .. but I am not sure it will make me less frustrated but the mlvl thing and ilvl63 affixes on mlvl+1 at patch are very nice and Im rlly excited ...
if you play just to find legendary then you will get bored very fast, just keep doing fun things and when a legendary comes you will cry a river of bloody and happiness, trust me =)
People want randomness, but they also want a way to feel like they have a minimum control over that randomness... I understand that feeling.
I still think something like your idea would have no place in D3. They're already improving drops affixes and doubling legendaries/sets drop rate, it's a decent start. If it's not enough, they can tweak it further.
They could bring this in and not put it in the patch notes, and no one would be any wiser. And, it would make people happy. It doesn't have to be a massive amount anyway, because of the RNG, people can attribute it to the RNG anyway without having any knowledge of the system.
They could make it increase up to a certain % (say you get a legendary 1 in 100,000 items now, just tweak it so you get it 1 in every 50,000 items until one drops)
The only unhappy people would be those who find legendaries all the time with their super-geared chars with max MF, but it doesn't effect them.
That's right. They need to expand the roster of legendary items to boost interest in the game -- we already know that they can do it with interesting items like Maximus -- but they need to make these things more useful rather than just gimmicky.
Right now it's just the same old tired things you see at the AH -- people want all the same things because it ultimately boosts their DPS.
Now, I suppose they'd rather make this a feature of any future expansion but they're not going to get greenlit to do an expansion if no one's playing.
For example, I'd like to see an item that, when equipped, allows you to emulate one skill from another class with a twist -- like a Wizard can summon an Elemental Gargantuan. I think that would be very interesting if they could pull it off and would open up the game to all sorts of build possibilities. They could make these items the product of some mini-quest and make them bind-on-account like the hellfire rings with some randomness built it -- and if you don't like the roll you got, maybe they can set a special vendor price to it (like say, 5mm gold) so that it doesn't feel entirely like a waste.

Diablo is, and always has been, a lottery. Any "guaranteed" drops fly in the face of everything the game is about.
Tweak the drop chances. Tweak the quality of the items. That's cool. But don't "guarantee" a legendary every x kills, no way.
