Puzzle Ring (Ring) - This ring gives heroes a chance to summon a Treasure Goblin when they’re hit. The tooltip will be something along the lines of: "This ring sometimes calls forth a Treasure Goblin when you are hit."
Yay, now this is the kind of thing I have been waiting for. I don't care about potential for "exploits" and blah blah blah, this sounds fun.
So now what do you do? Stack armor and resists, equip fast low damage LoH weapons, and stand in a group of 100 mobs :)... of course once the goblin is there you want to swap in high damage weapons
I would bet that the chance will be low enough such that it is not overly attractive to gear for it. however, once I have a really nice set (to the point where I could get away with wearing a crappy ring) I would throw it on.
This is the sort of thing I believe they under-appreciated when developing the game. Yes, you could probably find a few ways to abuse this, but that's no reason (IMO) to punish the vast majority of the playerbase who won't (if only because it gets boring after a while).

Urn event is sadly only a minute.
I suppose an internal CD would be necessary but even 30 minutes is plenty as I usually land on 2-3 goblins during my act runs and this might up it to 4-5. Which is great!
Second, I hope they designed a few safeguards against abuse (internal cooldowns, etc.). It would be a bit lame if people get these on a melee character with lots of life regen and just go to the areas in act 3 with tons of white mobs (i.e. the crater levels) and constantly spawn goblins quickly.
You mean to say blizzard would put something in the game that can be explioted to the point where they will turn around and nerf the shit out of it, just so the few who enjoyed it the first few week of it will never do/use it again? No Way, did someone say new cow level?

Like Nausicaa said, I'm sure it will have an internal CD that will make doing something like this sub-optimal. For example, if it has a 10m CD then It's less efficient than killing champ packs. Still a fun item though, and certainly would still give a nice treasure boost to each run.

I hope so. I get a bit worried if you consider their reasoning for the Wizard changes in the Wizard blog though. They hinted that there are no internal cooldowns on weapon procs (which seemed odd to me). This makes me a little worried that they might not have one on this ring either. We shall see.....
The Butcher’s Sickle (1h Axe) – This item will now give players a chance to cast the Butcher’s sickle attack, dragging enemies to them. The tooltip should read something along the lines of: “X% chance to drag enemies to you when attacking.
Hellrack (Crossbow) – This weapon will have a chance to cast Jailer on enemies, rooting them to the ground. The tooltip should read something like: “Chance to root enemies to the ground when you hit them.”
