as far as i'm aware, it will still be possible to get the same items on a low level character in the given low level area, but if you're there on a higher level character your chances simply increase, doesnt mean you CAN'T get them on your low level character though.

I'm not sure I understand your argument.. Isn't that pretty much how mf is supposed to work?
More or less yes, but if you can easily get drops as a level 60 character that you couldn't possibly have a chance of getting as a level 10-15 character. No matter how lucky your drop is. Then thats kindof bad IMO.
I did quite a few runs in beta with upwards 80% MF. (30+) and didn't ever get a single yellow item outside of first kills on trash king. Now if I doing the same run with a level 60 char gave me 1-2 rares per run thats somewhat unfair IMO.

What I'm describing is the revised system for magic find. Where magic find improves item quality rather then give you a higher chance of a magic item drop.
Old system simplified:
100 kills with no MF = 5 magic drops - 15 whites.
100 kills with 100% MF = 10 magic drops - 15 whites.
100 kills with 500% MF = 30 magic drops - 15 whites.
Magic find improved the amount of magic drops, but the chance of beeing a rare item or set item remained exactly the same.
New system simplified:
100 kills with no MF = 20 grey, 5 white, 5 blue.
100 kills with 50% MF = 8 grey, 10 white, 10 blue, 2 yellow.
100 kills with 100% MF = 5 grey, 10 white, 10 blue, 5 yellow.
100 kills with 150% MF = 10 white, 10 blue, 10 yellow.
Magic find improved the QUALITY of the drops. But the total amount of drops stays the same.

Yea this is how it worked in D2. MF never increased the amount of items (whatever their quality) that dropped, but instead increased your chances that an item that dropped would be of a higher quality (such as magic, rare and legendary).
But as to your question, I honestly don't think it will be a problem. You're never going to have enough MF that only magic + drops, whites will still drop. Also remember that Even in Act 4 inferno (unless changed) a level 3 legendary can still drop, just like D2. You shouldn't have a problem finding lower level gear.

You really quite honestly can't count the beta towards anything. That early part of the game is tailored for certain types of drops; Such as grey and white predominantly dropped within the first couple of quests, and then they start introducing easier to find magic items. Legendaries weren't even allowed to drop at that level, let along very many rares at all. I maybe found 3 rares that weren't off the of the SK in the 6 months I played the beta.
If what BlackMarch is saying is true... I actually prefer the new system because I don't think level 60 characters should get more drops just because they have way overtuned gear for the content(they can get faster drops just by the fact they can 1 shot everything) This preserves the AH economy too(too many drops means a huge influx of crafting mats). The reward for high Magic Find should be getting better quality items dropped, not number of items.
The question, i think, is whether a 60 will find farming rares in normal or nightmare even profitable compared to grinding gold in hell/inferno. If and when I make it there, being level 60, hunting for champion packs to oneshot for a mediocre chance at a perfectly rolled blue/rare/unique, however superior to someone there for xp in addition, is pretty boring. There gold drops will be mediocre, the eq personally useless except for AH sale, and no challenge whatsoever. If you want to do normal SK runs when you beat hell though, be my guest.
