After doing some returned runs with a level 11 Wizard with 70% MF, I am leaning towards the conclusion that clvl and ilvl that actually drops is somehow related. It may only be with bosses, it may not exist. Here's what I have found.
I know that I have not yet had a ring drop after 50 some runs with my lvl 11. That seems like a large amount of runs for no drop.
I also know that the only two times (which I realize is not a good sample for this) I leveled a wizard to 11, grabbed a Fortune Shrine, and killed SK first time with 95% MF, he dropped an Oak Wand both times.
I don't expect anyone to have a definitive answer, but am curious if anyone has actually had a ring drop with less than a lvl 13 character.
Has anyone else noticed similar results? Is this just bad luck?
I know this wasn't the case in D2, but it makes sense to prevent people from doing what they have been doing, which is running lvl 1 to SK, killing, and reaping the rares. It would make sense to reap higher level rewards with a higher level character.
A. Rings do not drop in the beta anymore. There are rumors that one specific mob is actually high enough to drop them, but I'm not sure. So your chances of ever seeing a ring is extremely low.
B. When you kill the SK for the first time with your characters, he will always drop much better loot than subsequent times afterwords. This is true for all mini bosses and actual bosses, since afterwords they will no longer be able to drop the best loot, or even have a high chance of dropping good loot (with the exception of the neph V buff.)

I assumed this was common knowledge and should have explicitly stated it in my original post. I realize that he will have much better chances, but I have noticed higher level items as well. Boots, gloves, and usually 4 and under level required equipment has dropped with my level 1 chars beating SK.
I got a +4 Int ring from the mob before SK. It wasn't anything to write home about but a ring none the less. What king of equipment are you using to obtain that magic find? I have a little MF on all of my gear and I'm only at like 48% I believe.
6% on everything that can have a MF affix, including 2 6% rings. I have 18% on my follower as well (2 6% rings and a 6% shield) which gives me an extra 4%.
Confirmed it was bad luck. Adventuring ring just dropped from my level 11. Although +3 experience is a crappy ring, it's still a ring. Still waiting on the fortune shrine to see if SK drops something good again. Anyone interested in helping to test?
Drops are only related to the monster level and difficulty. Then again, monster levels are only mostly limited to difficulty, so you could say that item drops are just related to monster level.
This is provable in the beta. Try as hard as you can, but you'll never get any rings to drop off any monster except for the skeletons in the SK fight, and the monsters on floor 2 of Den of the Fallen. These are the highest-level monsters in the game. You can kill them at any level (assuming you can kill them) and they'll still have the chance to drop rings.
yeah it has nothing to do with character level, its the monsters level which the returned (skeletons by SK) and dens of the fallen lvl 2 mobs are high enough to drop them and just barely
FYI, after some more testing, I believe that the SK drops 1 item that is class specific. For example, every time you kill him for the first time with a wizard, he will drop a wand. Barbarian, mighty weapon.
It can be the rare, but doesn't have to be. Not sure if this will pass to the end bosses, but if so, it would make it easier to look for those class specific items.

It's okay between me, my brother and my friend only 2 rings were found in patch 15 one with 3%mf and one was +1-2 dmg both interestingly enough dropped fromt he skeleteons just before the skeleton king. Leads me to belive the drops int he beta are EXTREMELY limited.
I can prove the first theory isn't true (sadly) since the first time i killed SK was with a barbarian and he dropped a yellow bow then
Edit - unless this was changed in the last patch ofc, haven't tried playing since then (waiting for my Dell Ultrasharp U2711 to arrive next week before I once again bask in the glory of the D3 beta :P)
Just yesterday a HC monk I made got a rare two-handed sword and it made me remember how much of a bummer it is that monks can't use two handed swords. Take away the axes and the hammers (although schaefers is pretty awesome) but give the monk a two-handed sword god dammit!

Yes they do Nuvian. The AH is overloaded with rings from the patch, even after character wipes.
