Does the 2.5 only deal with level 70 chars
Are you asking if it's only for Reaper of Souls or the Ultimate Evil edition? Because some of the changes are for non-level 70 characters but the patch is not for basic Diablo 3.

Also, EU didn't get patched yet (probably will be tonight), so this might be the main problem by Mkenna8.
