Yep, Blizzard said that, particularly at the higher levels of crafting, you will require a fair amount of high quality materials. These materials will come from rares and legendaries. You're going to have to make the choice of using, auctioning, or sharding...
Do the low-lvl legendary items salvage for the same items as high-lvl ones? Beacuse if that's so, or if the high-lvl just gives more salvaged items, the decision will be simple, salvage low-lvl items, use the best ones and AH the high-lvl not used.

I imagine that higher lvl gear will give different crafting materials than low lvl gear
Lets say that lowest legendary item are Item Level 80 (yes i use the wow term, its the most representative sorry), if you salvage this, you will get a kind of mats(for ilvl 80 items).
If you do with a ilvl 100, it will give you mats for ilvl 100 crafted items.
They are doing this to clear the legendary from the market, so the items will keep their value, even if there is gold farmer.
