I didn't see a topic about this and honestly I am not sure what to call it.
As you could see in the beta screen shots and the leaked screenshots you select which quest to work on, I am guessing this is for matchmaking purposes. How much restriction are they gonna be putting in the game as far as public games go? If I join a game that is working on den of evil and I really don't care to do den and want to work on Act 2 can I? How is co-op games going to work? Especially with this select quest thing.
Assuming a relatively linear story progression, such as in Diablo II, I would expect you have to complete the earlier quests before the later ones become available.
That's just my thoughts, though. I'm not sure we've had much blue on the topic of quest progression.
My guess is that the game "host", which created the game on the first place, will be the reference for others. Anyone else who joins will have to do that specific quest with him. That in custom games.
What I don't know is if it's possible for a lvl 60 guy to join, instantly roflstomp the quest and it will be "done" for the guy who created it. I'm assuming matchmaking will only pair people with similar lvl/gear/quest progression, preventing any of that. You can't work on Act 2 if you're on lvl 3 with no gear, if you get my point.
Obviously, that would be different with friends, since you'll be personally inviting them, so they can be lvl 60 and technically "rush" you (as has been said by Jay Wilson). But friends won't troll you hopefully.
