I was browsing my forums when someone made a thread titled "Blizzard just add d3 forum" (sic). It contained a link to a Softpedia article claiming "People, Get Ready For Diablo 3". Being a long-time fan of the Diablo franchise, I looked into it.
Turns out, it was basing this off of the fansite www.sclegacy.com making a new Diablo III subforum in its Blizzard Authorized Fansite Database. The article was somewhat sketchy as they repeatedly say that Blizzard is behind it when the domain isn't operated by Blizzard at all.
Well it is just a simple vbulletin forum. Blizzard probably authorized its affiliation and the admin probably added Diablo III section after. This is not proof.

To those that are willing, may you smack those who are in the corner in the face
