Okay this is an idea for a Diablo 3 expansion and it’s not official, sorry for the misleading title but just hear me out please. I would like to share my idea on a new expansion for Diablo 3 that satisfies the lore while adding a huge feature to the game. Just a side note, this is going to be a very long post but please bear with me.
First, every expansion requires an opening cinematic/ trailer with Blizzard’s amazing animation skills! Here is an idea for the intro (if you don’t care about lore, skip ahead):
Tyrael is with his fellow Horadrim members (such as Lorath) inside a tavern. Another male human walks into the tavern carrying a huge sword on his back. Tyrael tells the rest that something is wrong, but it’s not the human that is wrong, it’s the sword (Blizzard can make up the script).
They question the human where he found the sword, the human replies that he is a miner and found the sword buried in a cave, he says it’s “quite legendary” . The Nephalem ask the miner to give them the sword so that they wish to examine it. The miner strongly refuses, stating that he found the sword and it belongs to him now. He grabs the sword, but as soon as his hand wraps around the sword, an evil soul erupts from the sword and consumes the poor miner until he transforms into a demon.
A fight breaks out in the tavern with Tyrael (with his Horadrim) and the new demon. The fight eventually leads outside (Blizzard can make up the fight choreography) and the demon transforms into berserker mode. The demon proves to be difficult to kill until suddenly a Druid appears (BAM! New class revealed!). With the Druid’s skills, he/she helps the Nephalem defeat the demon. The Druid's character is a NPC but the Druid class will be playable (the playable Druid will look different than the NPC Druid in the cutscene).
The Druid reveals that after defeating Malthael, the Black Soulstone was shattered and the evil was released across Sanctuary. Not only were the souls of the seven Great Evils released but all of the evil powerful souls of the demons, angels, humans and nephalem were also released. However these souls are currently weak from being contained for many years and cannot possess people, they can only possess weapons worthy of their souls. Therefore they only possess Legendary weapons.
The Druid tells Tyrael that he needs help for his city (Blizzard can make up the name) which has become overrun by demons and monsters who were possessed by the released souls.

So what does this expansion bring? The new class: Druid, the new act: Druid city and also this new feature called Legends of Evil. I’ll be focusing on the new feature, I’ll leave the Druid and the rest of the story to Blizzard. Also, it doesn’t necessarily need to be the Druid, just a new class with the class’s home city as the new act.
As the Druid explained, legendary weapons have now been possessed by evil souls (called Legends of Evil). The only way to get rid of these souls is by entering the weapon’s past and replaying the history of the weapon, then the Nephalem can fight the evil soul possessing the weapon to get rid of it.
For example, who remembers the 2H Axe called Skorn? It was one of the most powerful legendary axes in vanilla Diablo 3. The description for Skorn is: “The demon L'Anzuul wielded his vile axe Skorn with great venom and wrath before he was brought low by the forces of Heaven”. The players must then enter the weapon’s past and relive the moment when the angels defeated L'Anzuul. To do this, the player places the legendary weapon into the Nephalem Obelisk which opens a portal leading to the quest. After the quest, a portal is summoned to the evil soul that was possessing Skorn. The evil soul is a random boss, like the random bosses you get at the end of rifts. After defeating the soul, the players receive XP and the player who owned Skorn gets an upgraded Skorn, Blizzard can decide how this upgrade will work so that it’s interesting and balanced.
These “soul quests” provide a lot of new quests, quests for all the legendary weapons as well as a fun way to upgrade weapons (instead of just enchanting it and using Ramaladni’s Gift). The amount of new quests will keep us busy playing Diablo 3 for a while and it still complies with the lore of Diablo.
The Nephalems, though tied by a common mission, too different to picture them in a buddy on the road scenario. By this logic we should have had a scene with all the previous heroes in the same place, and mind you, ignore the Christmas tavern picture.
Not all heroes must be Nephalems, don't know where you pulled this one out of, also, is there a secret order of Nephalems I don't know of?!
You're right about the Nephalem being in cutscene, I changed the first post to replace the Nephalem with Tyrael and his Horadrim. I just wanted to see the classes fight in a glorious cinematic so that we have a closer feel of the abilities of the classes.
The new hero must be Nephalem in order to comply with the story. If the new class is not nephalem, then the first 5 Acts won't make sense since most NPCs (like Orek, Tyrael and Diablo) refer to the player as a Nephalem and it was the Nephalem who defeated Diablo and Malthael. If you're playing a Druid who is not Nephalem in solo mode, it won't make any sense since everyone refers to you as the Nephalem (like in the intro to Reaper of Souls, Tyrael says, "Go find the Nepahelm!"). Also the ending of Act 5, it shows the Nephalem becoming too powerful and Tyrael is worried. You should remember that the new class must be able to play first 5 Acts with no inconsistencies, so the new class must comply with the previous Acts and not just the new Act.
The idea of using "cursed" weapons to open portals and fight foes so you can upgrade items or keep them is not entirely bad, but it somehow seem to add unnecessary burden on the player, meaning that you first have to find the item then be put in the weird situation of fighting hordes of demons and other evil stuff to possibly waste your time not receiving anything in return. Basically I see nothing new here, it doesn't change the problems the game has and is less interesting than what 2.3 introduced.
The new quests have to be fun and not too long so that they do not feel like a burden and players will be happy to know the history of their new legendary weapon that they just picked up. Upgrading your weapon is the main reason why players will do these "soul quests" so it's not a waste of time. The quests offer a break from grinding rifts and grifts the whole time. And it's weapons we're talking about here, you don't often use multiple weapons at once (you just pick the best weapon that dropped for you and upgrade to the best you can via emerald gem,Ramaladni and enchanting) and you just do the quest once for the weapon to be upgraded, therefore you won't be "grinding" these "soul quests" and they won't feel like a burden.
Added "[Suggestion]" tag to the title. It's been some time since we've seen those... but back then we established the rule that your ideas should be clearly tagged as such to avoid clickbait-like titles that suggest new information from official sources.
