i saw someone with that same problem at the start of the season. Maybe if you get someone with a new account to kill a few green goblins with you and have him giving it to you could solve that.
It took me forever to find mine (i posted on here about it as well). They do drop eventually as far as I know.

I have the 60 set - missing the 70 set.... I am seasonal paragon 400 and plans are no longer dropping.... any suggestions?

Plans were dropping in bounty caches last I checked? Have they stopped?

Reinstall game then do a bounty.
It's a rare drop, didn't drop for me until plvl 400+, but it's definitely not bugged.
