Ok, so I wanted to start off with a different variation. I know we have seen that blizz had charms (pre D3 concept), removed them, and most likely, or hope they will put them in at sometime. My issue is trying to attack one big area to me that plagues the game currently.
Right now about every end game build takes advantage of 3 rings. Unity, SOJ, and RORG. So I propose this idea and would love to hear feedback on this.
Let's add in charms, but limit the charms of course to a certain amount that you can hold. Of course separate from your inventory and stash (That's already a big issue for most).
I suggest to fix the issue of the big 3 they could implement charms that offer elemental dmg, elite dmg dmg reduction. Also, for the sake of opening up new builds, why not propose a charm that takes away another piece of your set. The devs are already talking about going towards 6pc sets. What I'm saying is not to remove the RORG, but if you are willing to sacrifice a slot to wear one more piece, why not let the player have some more options.
Also, the biggest issue I could see, is that every top build would be trying to stack all of these on top of each other. Here is the part that people would probably disagree on. I feel some items should be made legacy at some point and new ones come along to fix that.
I'm also proposing that with charms, you will have to farm them. NO KADALA!!!!! Everyone laughs at how easy it is to get gear in this game. Let's make it worthwhile to farm. Also, let's make the items count. No enchanting these also.
For example, white item=elite dmg range could be 5-10% Blue item-elite dmg range could be 10-15% Yellow-15-20% Leg-20-50% this could be super rare to drop though.
There could be one leg charm that is a "charm of royal grandeur" allowing another piece to not be worn. So you could then combine with RORG to wear only 4 pieces to a 6 pc set. Again, drop rate of this would be super rare up there with starmetal, furnace and so forth.
Something along the lines of this is what I'm thinking. Would love to get some creative juices flowing here. Just sucks that so many rings are out there and they are pretty much useless, I know the devs are working on more affixes and hopefully that will help also.
I read that the gems were supposed to be something similar to rune words. No blue post on that, just speculation. I Think this is a solid idea to help with build diversity. Besides buffing underused skills, but that's a whole other topic.

Second, Don't waste your time with any ideas. The past week or so the forums on here and on the official site have been going off, way above the charts than normal. This latest patch is going to push away a lot of players. Because of the pure laziness they have shown us over and over again. Not saying your idea is bad or anything. These kinda of ideas have been brought up countless times and is always ignored or the famous words from Blizzard " I will move this on to the developers"

IMO there is not enough character permanence (i.e. you can change your character whenever you want) to have a charm system that would work well.
