If I am correct it's a 1.52% drop rate for the Wand that Wizards actually want. That's almost the same drop rate as a fricken RIMEHEART.
Ok, so maybe you say I can gamble for it..Well think again.. Let me run the numbers.
There are eight Wands I could get, so let's say out of 100 Legendary wands (which is a crazy amount) roughly 1 is a Wand of Woh. Statistically speaking you should find 65 other legendary wands before finding a Wand of Woh. 100%/1.52=65.7 Roughly your 65th wand will be a Wand of Woh.
I play roughly 5 hours of Rifts every day and I see 1 at max 2 wands..Lets run those numbers..1 Wand per 5 hours...100 wands later..So roughly 500 hours to find a Wand of Woh...THATS CRAZY.
The wand of Woh isn't game changing or game breaking, so why is it so hard to find? Also rolling from Kadala is also pointless, let's say it's a 20% chance we will roll and Wand and a 10% chance we will roll a legendary wand...15 Blood Shards per roll..20%*10%=0.02% chance of getting Legendary Wand and stack the drop rate of the Wand of Woh which is 1.52%=0.01% chance the next Item you roll from Kadala is a Legendary Wand and it's a Wand of Woh. Now that's multiple that out to 100% 10,000 items later*15 Blood Shards=150,000 Blood Shards on Average which would be roughly 15 Minutes per T6 Rift..Roughly 100 shards per rift..1,500 Torment 6 Rifts Later...Have fun Wizards

RNG has to favor you, it's the same with quite a lot of items. Also on average you get one every 500 hours in your case, it doesn't mean that after 500 hours it'll magically appear. If you play for 500 hours and all goes by averages, it could drop in the first hour, the fifth, the 430th and even in the last hour and you wouldn't see one again until for the rest of the 500 hours (on average).

No, you're just trying to play the roll of a moderator. Don't deny it, also I'm informing everyone about the drop of the wand and how rare it is.
Everyone knows how rare it is. You aren't informing anyone of anything new, there have been several threads where people calculate the rarity of the wand here, on reddit and on official forum already. The RNG thread that has been linked to you on several occasions has been created by the moderators to prevent threads like these from cluttering the forums. I doubt Limdul is trying to play any role at all except pointing you in the right direction for things like these (which are completely fine, just there is a place for them, creating a new thread not being one)
Not to sound like a jerk, but there are multiple threads going back to last April/May talking about the drop rates. I did a quick search and found those in the forums section. It doesn't hurt to be reminded of this low rate, but it's also by design because it IS a build changing item. EB sucks without it and there is no reason to use the skill unless you have this item. Orpheus and other such wants increase damage on some skills, but doesn't revolutionize my skills. An example would be if Orpheus gave all the runes for AT. Then, if I was using Disintegrate, I might be more inclined to change DIs to AT if I got that item.

2) Besides this bit of information, there's no discussion that could be called "on topic".

If anyone wants to discuss drop rates in general the RNG thread is indeed the right place, but there's one exception which is this thread that I just bumped. Feel free to discuss the drop rate of WoW there as your result seems to be different from what Solmyr77 has calculated (I've already hinted as to why this might be in my post there).
