I keep switching back between the two but I'm finding that Galvanizing Ward has more utility for me against burst damage situations. I'm talking about those moments against elites when they finally get that hit in. Or Mal when he finally traps you up. Life preserving moments.
I can't explain much more to it but for the wizards out there all i ask is give it a shot, you might be surprised
Ward is situational though, which Blur is not. Blur is always 17% less damage taken, sure it can mean with higher migitation levels Ward does soak more damage, but you till have to not get hit for 5 second was it to refresh the shield, which I just find too annoying atm.
I prefer Uwavering Will. You only need extra defense against elites and I find myself standing still most of the time when fighting them anyway, so uptime is very high.

it's not for everyone, i don't get hit often but when I do the Ward takes the heat for me
